Pennsylvania Department on Aging APPRISE Health Insurance Counseling The Department on Aging's APPRISE Health Insurance Counseling Program is free and offered through your county's Area Agency on Aging. Volunteer counselors are available to assist Medicare beneficiaries as they review options. APPRISE Department has scheduled meetings throughout Pennsylvania to inform consumers about the Medicare prescription drug program. Check a schedule of meetings. New Jersey SHIP (State Health Insurance Program) The New Jersey SHIP program provides free one on one consultation with a trained volunteer.
