Local/State/Federation Political Action Panel is a 5th annual presentation. Former Ed Rendell, General Chair of the Democratic National Party and former Mayor of the City of Philadelphia, moderates this program that looks at the interrelationship between grassroots politics and national politics. Examining whether politics is a bottom/up or top/down process are Christopher Anders, Legislative Counsel to the ACLU's Washington, DC office and, Federal Policy Director of the ACLU Lesbian and Gay Rights and HIV/AIDS Project, Bill Lippert, Vermont State Representative, who helped spearhead gay marriage in his state's legislature, and Andrew Parks, Founder and former Executive Director of the Center for Gay and Lesbian Civil Rights.
