  • The State of Delaware has declared a state of emergency and canceled public school classes for the next two days. Delaware Emergency Management Agency Director Jamie Turner says tropical-storm force winds could hit the southern part of the state before sunrise tomorrow. He says he's also concerned about northern Delaware, where residents are still recovering from heavy flooding Monday that washed away roads and creek beds. WHYY's Nancy Karibjanian reports.
