After receiving a non-commercial license from the FCC, WHYY 91FM broadcasts its first hours of programming on December 14, 1954, from studios donated by Westinghouse Radio, Inc. at 17th and Sansom Streets, Philadelphia. At its start, WHYY-FM is on the air for 25 hours per week, broadcasting Mondays through Fridays from 1 to 3 p.m. and 7 to 10 p.m. Its first annual operating budget is $50,000.
